Engr. Dallah Ali Ibrahim
Director, Dams and Reservoir Operations.
Engr. Ali Ibrahim Dallah, born on February 16, 1967, is a seasoned Civil Engineer and seasoned leader within the organization. He demonstrated academic excellence early on, graduating as the top student from Dunama Primary School (1979) and Government Secondary School, Obi. He earned his Bachelor of Engineering (B.Eng. Hon) in Civil Engineering from the University of Agriculture, Makurdi in 1991, and a Master’s Degree in Water Resources Engineering from the University of Dar es Salaam, Tanzania, in 2001.
He joined the Federal Ministry of Water Resources in 1993, where he has served extensively within the Department of Dams and Reservoir Operations. His international experience includes a two-year tenure in Seychelles under the Technical Aid Corps, focusing on structural design quality assurance.
Throughout his career, Engr. Dallah has been involved in key projects such as Gurara Dam, Hadejia-Jamaare River Basin irrigation schemes, and the Kashimbilla Multipurpose Dam, where he served as Project Manager. His expertise spans project management, structural design, and quality assurance, contributing significantly to cost-effective and safe infrastructure development.
He has also undertaken impactful research on nitrogen removal using water hyacinth in constructed wetlands, providing valuable insights for environmental protection.
Promoted to Director in November 2021, he currently heads the Dams and Reservoir Operations Department. Engr. Dallah is married with children and continues to contribute his expertise to national development.

Engr. Adenopo, born in Lagos on June 16, 1966, is an accomplished water resources engineer with over three decades of experience. He completed his primary education in Lagos and secondary education at Abeokuta Grammar School, graduating in 1983. He earned a Bachelor’s Degree with honors in Agricultural Engineering from Obafemi Awolowo University in 1989.
His career in the Federal Civil Service began in April 1991 as an Irrigation Engineer II, advancing to the position of Director in 2021. He has received specialized training in land drainage, remote sensing, and GIS for water resources management through scholarships from the Netherlands, complemented by numerous local and international professional courses.
Engr. Adenopo possesses extensive expertise in irrigation and drainage development, land and water resources management, hydrology, and water distribution systems. He is a registered engineer with COREN and a member of NSE and NIAE. He has participated in strategic leadership training at NIPSS and has been involved in various irrigation projects, including River Basin Irrigation Planning.
Beyond his professional pursuits, he is a Christian leader, teacher, and counselor, demonstrating strong interpersonal and decision-making skills.

Engr. Mrs Esther Oyeronke Oluniyi, FNSE
Director, Irrigation and Drainage
Engr. (Mrs.) Esther Oyeronke Oluniyi, born on February 18, 1967, in Fiditi, Oyo State, is a distinguished water resources engineer with over 30 years of experience. She completed her primary and secondary education in Saki, Ile-Ife, and later graduated with honors in Agricultural Engineering from the University of Ibadan in 1988, followed by an M.Sc. in the same field in 1991.
She began her career in the Federal Civil Service in June 1991, working at the Federal Ministry of Water Resources. She furthered her professional development with a full scholarship to the Netherlands in 1996, earning a PGD in Hydraulic Engineering. She has also undertaken various short courses in water resources planning, remote sensing, and GIS.
Throughout her career, she has gained extensive expertise in water resource engineering, project management, policy development, and public procurement. She is a corporate member of the Nigerian Society of Engineers (MNSE) since 1998 and registered with COREN since 2001. She is also a member of several professional associations.
Currently, she serves as Deputy Director overseeing the Irrigation and Drainage Department at the Federal Ministry of Water Resources. She is highly respected for her leadership, technical skills, and dedication to developing water and irrigation projects across Nigeria. She upholds strong Christian values and actively mentors and counsels others, reflecting her commitment to service and community development.

Mr. Babarinde S.M
Director, Water Supply and Support Services
Born on May 20, 1967, in Ogun State, Nigeria, Mr. Babarinde S.M. hails from Araromi-onfo, Ipokia in the Ipokia Local Government Area. He completed his primary education at Naiwaru-deen Primary School in Agosasa in 1976 and his secondary education at District High School, Ipokia, in 1983. He holds two Bachelor's degrees: one in Agricultural Meteorology & Water Management from the University of Agriculture, Abeokuta (1991), and another in Geo-Hydrology from the University of the Free State, South Africa (1998).
He began his career in the Federal Civil Service as a Hydrologist at the Federal Ministry of Water Resources on September 29, 1993, starting at GL 08 and advancing to become a substantive Director, GL17, in 2021. He is a trained Isotope Hydrologist and has participated in numerous International Atomic Energy Agency (IAEA) projects involving the use of environmental isotopes to study water sources, age, and mixing processes.
Mr. Babarinde has served on several prominent boards, including the Governing Council of NESREA (2013-2015) and the Governing Board of NIHSA (2018-2020). He was the Head of Climate Change from 2010 to 2020, responsible for integrating climate issues into Nigeria’s water sector and representing Nigeria at UNFCCC COP meetings. He has attended many training programs, conferences, and seminars locally and internationally. He is happily married with children.

Engr. (Mrs) Ngozi Judith A
Director , Hydrology
She graduated in 1994 with a degree in Chemical Engineering from the University of Port Harcourt, Rivers State. She joined the Federal Civil Service in 2000 as a Senior Hydrologist. She furthered her education at Hamburg University of Technology in Germany, earning diplomas in Wastewater Management, Advanced Management, and German language.
Upon returning to Nigeria in 2002, she was posted to the Department of Water Supply and Quality Control, specifically to the Monitoring and Evaluation (M&E) Division, focusing on Water, Sanitation, and Hygiene (WASH). She collaborated with UNICEF and other development partners on the development of WASHIMS, Nigeria’s platform for WASH data reporting, and has worked in various other sectors within WASH.
In 2016, she was assigned to establish the Urban Sanitation and Wastewater Management Division, which has since become a full division within the department. She is a registered member of the Nigerian Society of Engineers (NSE), COREN, and other professional bodies nationally and internationally.
Throughout her career, she has attended numerous professional and management courses worldwide. As of January 1, 2022, she was promoted to Director (Hydrologist/Hydrogeologist) GL 17. She is currently the Director III in the Department of Water Quality Control and Sanitation. She is happily married with children, with a passion for children, youth, reading, sports, and charity work.

Elizabeth A. Ugoh (Mrs)
Director Water Quality & Sanitation Control
Elizabeth A. Ugoh (Mrs) joined the Federal Civil Service in 1991 and was posted to the Federal Ministry of Water Resources, where she began her career as a Scientific Officer I on Grade Level 09. Throughout her service, she participated in numerous in-house and external capacity-building programs, which helped to develop her knowledge and skills.
Mrs. Ugoh is highly dedicated and meticulous in her duties, making significant contributions to the Ministry’s efforts in the water sector, especially within the WASH sub-sector. Due to her qualifications, training, and extensive experience, she rose through the ranks to become the Director of the Water Quality Control and Sanitation Department in the Ministry in 2022.
She is described as a kind-hearted motherly figure, displaying nurturing qualities in all her interactions. A team player, she values transparency, honesty, commitment, and excellent performance.

Mr. Adebiyi Tajudeen Shola

MR. ADEBIYI TAJUDEEN SHOLA hails from Offa, Kwara State, Nigeria. He is a seasoned civil servant with a wealth of experience across various government institutions. His career is supported by a strong academic foundation, including a Bachelor of Science (B.Sc.) in Accounting, a Master of Science (M.Sc.) in Accounting, a Master of Business Administration (MBA) and PhD. in Accounting.
Mr. Adebiyi is a Fellow of several prestigious professional bodies, including the Chartered Institute of Taxation (FCIT), the Chartered Institute of Economics of Nigeria (FCIEN), the Chartered Institute of Cost and Management Accountants (FCICMA), and the Chartered Institute of Forensics and Fraud Examiners of Nigeria.

Engr. Oduh C. O.
Director, Department of River Basin Operations and Inspectorate
Engr. Christy Omeno Oduh was born on June 10th, 1969, in Otukpo, Benue State, into the family of Mr. and Mrs. Oduh Odeh of Upu in Otukpo Local Government Area. She attended St. Andrew’s Primary School Otukpo, where she obtained her First School Leaving Certificate in 1977. She then proceeded to Government Technical College, Makurdi, Benue State, earning her Secondary School Certificate in 1984.
She furthered her education at Kaduna Polytechnic, Kaduna, where she obtained a National Diploma (ND) in Agricultural Mechanization in 1987 and a Higher National Diploma (HND) in Agricultural Engineering in 1992. In 1995, she earned an Advanced Diploma in Personnel Management (ADPM) from Benue State University, Makurdi. She continued her studies at the Federal University of Agriculture, Makurdi, obtaining a Post Graduate Diploma (PGD) in Agricultural Engineering in 1997.
In 2000, Engr. Christy Omeno Oduh joined the Federal Ministry of Water Resources as a Principal Technical Officer II and rose to the rank of Director of Irrigation Engineering in 2022. Her contributions to irrigation engineering earned her the UNESCO-IHE Fellowship sponsored by the Netherlands Government in 2004. Her outstanding performance earned her two additional fellowships: one on Spate Irrigation Management in Addis Ababa, Ethiopia, in 2012, and another on Service-Oriented Management of Irrigation Systems and Modernization of Irrigation and Drainage Schemes at UNESCO-IHE in Delft, The Netherlands, in 2014. She has served in various capacities and contributed to numerous water and irrigation projects across Nigeria.
In 2018, she was awarded the prestigious International Visitors Leadership Programme sponsored by the U.S. Department of State, focusing on Transboundary Water Resources Management, which exposed her to issues in several states in the United States.
Engr. Oduh is a member of several professional bodies, including COREN (2003), Nigerian Society of Engineers (MNSE, 2000), Nigerian Institute of Agricultural Engineers (NIAE, 1999), the Association of Professional Women Engineers of Nigeria (APWEN), and the Society of Women Engineers (SWE) in the USA.
She actively participates in continuous professional development, attending various courses in Nigeria and abroad on topics such as Water Integrity, Water Resources Management, and Rural Water Supply in Africa.
She is a devout Christian, a mother who loves children and youths, and is passionate about charity work.
